I don't think the mirroring detail matters to much for emu authors or game developers (correct me if i'm wrong) as these mirror (transparent) bytes in the palettes are ignored except 0x3f00 which is screen background colour(though myself i thought it work like this - any byte written to a transparent byte in sprite palette is mirrored to other 3 places and same when it is backgroud palette being written)
