Is there a way for the programmer to be informed of the horizontal blanking period - and what is this exactly, does "HBlank" mean the set of PPU clocks between 256 and 341 ?

People were talking about writing to VRAM or SPRRAM during rendering by knowing exactly at what clock cycle you're at. How is it possible and is it used in any games ? I must have missed something here...
