The servers are hosted in a GMT-0800 timezone (US Pacific; California); California chooses to participate in DST (daylight saving time). I believe the European union has this as well. During DST we move our clocks forward and hour, which essentially makes us GMT-0700 (what is called PDT, or Pacific Daylight Time).
Presently we are in PDT (GMT-0700).
All system clocks (on both the SQL server and on the webserver) are in sync with the atomic clock in Boulder Colorado. The clock is synced every 5 minutes, just for precision.
I think the problem may be that the messaboard itself does not know when DST is being applied (how silly, since it's tremendously easy to check for), and therefore is running off of an incorrect TZ.
