It sounds basically like an EPROM emulator. That's where you have a RAM chip that's programmed by an external device (usually PC through a printer cable, I think). You could used battery-backed RAM if you want it to store the program after you shut it off.

It's a good way to make a dev cart. Certainly easier than programming and erasing EPROMs.
