Not by itself. But it could play a role in doing that, since it can load ROM (or any other) data to the NES. But you'd need a place on the cartridge to store the reset vector + the loading code + the loaded data. A cartridge using some non-volatile SRAMs might be able to pull that off, if you can pre-load the SRAM using a device programmer.
