I'm going to feel very newbish for asking, but oh well.

How are (E)EPROMs programmed?

I was thinking the hole/window thing on the back was used, but just to be sure, would I have to take my (e)eproms out of the board to program them? I was thinking of just cutting holes into the cart to allow easy access to the window. Watch me be wrong. ;) Thanks for any help.
