Has anyone created a mapper 11 DEV cart (Color Dreams) ??

I have an "Adventures of Captain Comic" cart that I want to convert into a dev cart. It says (c) 1989 on it. I'm planning on using 2 27C512 EPROMs for the PRG and CHR. I've thus far mapped out the PRG, and it seems to be a straight drop. My only concern is A15 (pin 1). This pin goes to the mapper (whose identity has been scratched out) and does not connect to any of the 72 pins on the cart. Is A15 needed?

What about the CHR?
